Which file to edit to give starting port a Type II instead?

I like GWX3 but Instead of starting with a typeII in Wilhelmshaven the Type II is assigned to Kiel. I tried using it there and cut through the canal but sub was destroyed by collision as I was using higher TC to speed through.

What I want to do is reassign the typeII to Wilhelmshaven. Is this a simple cfg file edit or is it a hex editor type deal? I have looked through the cfg files anf thought I found it in the flotilla.cfg but after trying to change a setting I still had the type II in Kiel.

Any ideas would be appreciated.
