Searching for a film.

I am trying to remember the name of a film I saw when I was 9, so about 22 years ago.

All I remember it was about a guy who almost died in a plane crash but was rescued by a mad scientist who made him a cyborg to travel back in time. The scientist started to add parts to himself while the main character gets his memory back.

Wasn't by any chance a Twilight Zone or Outer Limits show, was it?

I do remember one about a guy with a mechanical hand, had stored memories in it, etc, but don't know the name of the episode.

No it was a feature length film.
The mad scientist got some retrieved roman armour and cyborged it and became uber powerful trying to go back in time till he was killed.

The good guy who became a cyborg was trying to retrieve his plane and his memories with the help of some woman.
