Default Changing torpedo default settings

Hi,

I'm trying to change the default settings of the torpedo dials.
It would save some time if the dial would be on "fast" instead of "slow" by default.

I got some info that "dials.cfg" would be the file where i could find this data.
Here's the part that matters i think:

I already did some tests, like changing "DialVal" and "RealVal".
But this does not result in any noticeable change.
In other words, i don't notice any difference in the game.
It's like i did'nt change a thing.
So now i'm wondering, is this the correct file i'm changing???
Or should i change other values like "Dial" or "CrtVal"?
If so, in what should i change it?
For instance: "CrtVal=0x3B070001" what can i change here?
I don't understand what "0x3B070001" means...

Can anyone help me please?
By the way, how do you guy's test the changed files?
Do i always need to quit and restart the game completely or is there another way?
