Clayp,

California resident here. I work in health care, mainly geriactrics advocacy and this is a huge problem. Addressing it at the State level is a start. Where it really needs to be brought up is at the local level; municipality and county. I know that in my area law enforcement is just not motivated nor mandated to address the issue. The seniors and disabled need to head downtown to each city council meeting and become a "thorn". Its the only way a community can say we have had enough of this BS. I see it happen everytime I drive into a parking lot. Shame, shame shame!

I even park at the very back of the parking lots to leave open spots for folks that have difficulty ambulating.....it helps them and I need to walk to work on this added fat from being an SH3 and SH4 junkie!

You can rack those fees and penaltys up all you want.

The same inconsiderate, self centered, morons are still going to abuse the system.

I'm not from California (thank God) but i do support the general idea although i think you have your fee escallation somewhat backwards. The biggest penalties should go to the jerk who just ignores the sign. They are the ones who need the strongest lesson in common decency imo.

Also you might want to rethink taking away a persons handicap placard that may not even be aware that another person is using it illegally (ie: "Hey Grandma can i use your car tonight?"). You don't really want to punish a truely handicapped person for the actions of another do you?

Finally here's a "what if" for ya. My mother is handicapped. 75 years old, arthritis in both hips, osteoporosis, the usual for a person her age. Being the good son that I am I have occasionally driven her (tagged) car to pick her up from various places. Depending on the particular situation I have found it necessary to park it in the handicapped parking spot so she didn't have to hobble all the way to the back 40 when we came out and because I also didn't want to leave her on the curb all alone while i went to go get it myself. I don't feel we both deserve be fined, her car be impounded and her placard taken away in this situation, yet if your petition were passed into law i could see just that happening because it makes no distinction.

Don't get me wrong, I know how you feel and I sympathize. Jerks who ignore handicapped signs or abuse the system with placards obtained by fraud deserve to be slapped and slapped hard, but you got to make sure you cover all the details or else you'll be hurting those who you want to protect.

MR August sir that wont happen each placard is numbered and the person the placard is issued to gets a paper saying they are the registered owner of the placard..As long as your mom is present nothing would happen.If a placard owner
knowing gives a placard to a non handicapped person to use they dont deserve to have..

My wife drives most of the time..My main handicap one of many is my legs the bottom from the knees down are swollen and my feet are and some days I cant walk at all.The days that I can I use a cane and it very painfull..I also have a electric scooter..I can drive and I don't have a problem doing so...
