ST Radar

Just wanted to ask those of you who are in campaigns mid '45 - Is ST radar (range only radar mounted at top of observation scope) implemented? Way back I remember reading that it was but have never seen or had it. Using TM1.5 I started a campaign in Jan 1945 and it's not available then. Historically it just about should be, it first became available late 1944.

I've searched but can't find the answer I'm looking for.
