Is there any mods that will make the water texture better! almost like Silent Hunter 4!?????

Reece's SH4 scene.dat for SH3 makes the reflections look like those in SH4 (well, about as close as you can get probably). It's still in development but you can get the lastest version in the "SHIV scene for SH3" thread in this forum.

Also my SH4-inspired wave textures seem to be quite popular at the moment
