solution to target don't work

I've modified the commands.cfg like this :

[Cmd344]
Name=WP_Solution_to_target
Ctxt=1
MnID=0x3F130003
Str=1074
Key0=0x53,Cs,"SHIFT S"

"Shift I" is ok, the officer identify the target correctly. But "Shift S" doesn't work : the solution is wrong (crazy). Anybody know why this command does'nt work ? And if there is a solution to this problem ?
