Classic Russisch paranoia. Then again, you ought to know what story you're getting when you read the English edition of what used to be the Communist Party of the USSR's speaking tube (Pravda) :p
Mind you, no nation is immune to silly conspiracy theories and propaganda. Some things you read about Russia in American mainstream papers are just as ludicrous, I assure you. Just flip through some of the stuff that should be circulating today about Kasparov, Putin & co.

Perhaps the biggest newspaper in Russia is still named Komsomol'skaya Pravda - Komsomol, for those who don't know, stands for Communist Youth Organization.
This, of course, is despite the fact that the paper is owned by Russia's premiere capitalist venture Gazprom and the Komsomol has ceased to exist with the Soviet union. So I wouldn't take the titles too seriously :p
