Default Crew development

Does SHIV take into consideration that it was difficult to hold on to crew, especially specialized and ranking crew for very long. In my readings it was common to lose key officers and rated crew at very other home-coming or so. This made it difficult to ever have a super-crew.

Your XO would rapidly rise to get his own boat and part of your experienced crew would be used to fill out the ranks of new boats and commands. Non-comms promoted to commissioned officer would be automatically transferred to another boat.

Such crew loses could be suspected(as stated by O'Kane in Clear The Bridge, pg 250) for the lose of some great boats like the Wahoo, who would hold on to their skilled crewmen for aslong as possible, then have too many of them removed, up to 25% of his crew, at once.

I think its essential that the crew development model in SHIV takes into account the need for those skilled crews to be placed in other boats. That way we can never develop a super-crew and it facilitates keeping the game challenging throught out the war. It allows the challenge of grooming and compensating for green crew(even in skill positions) as we escalate the sub war and push deeper into well defended Japanese waters.
