After very close observation and looking at the smallest details in the picture you provided above, I am 100% certain that I can answer your question:
"Does anyone know what these are?"


Yes, I can. They appear to be 2 Subs moored together.

Where did you get the photograph?The small boats,gondolas?? suggest it could be Venice or it looks like Malta.The RN operated from Venice in WW1.In fact one of their submarines was damaged so it was converted into an mtb!
I have had a look in a few books and it resembles a picture taken in Hong Kong,possibly in the 1930s.Can you send me a bigger version.

No I think these are british P class boats at valetta

Ok after a Quick analysis (15 mins )


I say this is two O Class subs at Valletta harbour in malta
most likely Osirus and Otus which were based at malta
and survived the end of the war a closeup shows a
tuba ondeck on the righthand sub and crews on parade
on both foredecks.
I am certain its valetta harbour
see the picture of the black swan on my
photo restoration page.(folio 48)



This analysis was hasty and is not conclusive but they are UK subs
and I am 99% Certain on the location.

@Mush Martin - You are very close. Valetta harbour is spot on! and you got the class right. Accoring to the page where I found them they are HMAS Ottway and Oxley in Valetta Harbour in 1926.

the site has a good Maritime history section with a dedicated RAN Submarine Heritage site which I'm going to add as a research link in the research thread for SHIII mods.
