Default Japanese submarine involved in accident

http://news.yahoo.com/s/ap/20061121/...rine_collision

Boy, the first thing this immediatly reminded me of was the ferry incident with a an SSN doing a rapid surfacing off of Okinawa (I think it was Okinawa).

Wasn't the George Washington involved in a similar incident in 1986?

I don't see how things like this happen unless the ship it collides with is made of ceramic and rubber. Shouldn't they have detected the cargo ship?

Doh, that's not even a 688. From the image name I'm guessing it's the Japanese diesel electric sub that hit the Panamanian ship.
(Would explain the JDS ensign, though I presumed at first that it was a courtesy flag)
