too many sailors

when i start a single players mission in gwx i keep getting the too many sailors error. i dismissed all i could from my barracks and still get the error. i use realistic and 'crew already in sh3' option in sh3 commander, and still get the error. i cant play any single mission with any boat besides the xxi. in the basic.cfg the max is 25 for the viic. im always under 25 but still get the error. very frustrating. anybody have any idea whats going on?
