Default Two torps in the water

If I launch two torpedoes one after the other, I always get one of that sinks to the bottom and dies. Is this because it locks on the torpedo in front of it or what?

A couple of questions is what platform are you using? Akula, Kilo, 688(i), or Seawolf?
