If you are using "Fall of the Rising Sun Ultimate", that section is "Watch Crew Quarters", and below that, you will see an over-sized section for "Damage Control Team". Other mods will have "Crew Lounge", "Crew Berthing", or "Crew Bunker" or any one of a number of names for the empty slots. Those are places for the player to put their "exposed" crew into when under depth charge attack. For whatever reason, when the game was built, the crew is basically still at their "duty station", even though they might not be "visible" there while underwater. As such, there is minimal armor around the watch crew and especially the gun crews, and they are "injured" much more easily than the crew members that are in say the engine room. The crew members that are inside the boat are only injured when a depth charge detonates close by.

If you anticipate a depth charge attack, you should move all 3 of your watch crew teams to the "quarters" slots, and move any placed gun crews back into the Damage Control Team slots, for the protection of the submarine. This is not to say they won't be injured in there, but their chances of such are reduced. Just don't forget to put them back before you go to surface... One little thing about that though, the "Visual Sensor" is a game thing, and does not rely upon the external crew... lol
