On some machines, you do have to twiddle with the graphics settings (matching resolution etc) and/or admin rights and/or emulation (I use "Vista" on my Win10), as per some of
THEBERBSTER's posts, but I don't know if it'd be worth your time to experiment with that and maybe a DirectX 9c re-install.
