No Sober...Campaign transfer should be triggered exactly on midnight between 31/05/40 and 01/06/40. I guess your screens are made sometimes after that date, right?
Do you still have any gamesaves from before 31/05/39?

If you dont want to use Osi.exe tweak, then you have to "enhance" your last bunkers save with 4 files described in the first post.
