~AND~ if you have SH3 installed in a Program Files directory, SH3 will not mod correctly. ~AND~ if you fail to empty the Save folder after applying a mod, the game will crash... it is not a GWX issue. You might also try setting the compatibility for SH3.exe, especially if using a newer Windows. Consult THEBERBSTER's thread
