The "OTC_1.4_US Radar from Start" by CapnScurvy is a SH4 v1.4 file, and is most likely not at all compatible with your game. You also have quite a few mods that compete with each other, such as all of the "environmental" and sound files. Also check on "Sailor Steve's SH4 Water", which might have been written for SH3... ??
