This happened to me now too at the end of Patrol 18 : attacked convoy - all marked red - and intentionally targeted Carham Hospital Ship with British flag; result -5000 in renown.
I think the thing to do is to change the value as ArnoldR explained in the Basic.cfg file - in Cfg subfolder of Game Data folder.
Set values now to and will see next :
