I'll be about 10-12 hours before I get back and write about that. If you look in that SH3 Mission Editor manual though, it is under Random Generated Groups (RGG). You start by right-clicking the map at the point you want to have the "center" of it show. That would be based upon the "leader" unit of the group. Once you have it placed, you just fill in the boxes basically, putting what you want in it. The "GENERIC" designation just means that whatever is in that particular class stands a chance of being called. So if there are 12 different US DD in the game available at a given time, any of those 12 could be called to fill that GENERIC spot.
