Victory points are irrelevant...
The easiest way to trigger campaign transfer is to use
Mama's Osi.exe tweak and to load gamesave just before midnight 05/31/39.
This workaround is 2nd alternative and it has to work...
You have probably made same mistake like Palmic did...
Upload your last CW bunker save if you can't work your way trough...
