I think you are confusing the passing of legislation and proposing an amendment to the Constitution. The two are quite different.  |
I understand the differences quite well. Perhaps I should have worded it differently, but that's all semantics. What really matters is that, until our elected officials do what they are elected to do (govern wisely, another contradiction in terms
