Some of this is just a WAG by me, but I do know at least two of them.
You can edit them in the mission editor of course, but that likely isn't much easier. You'll need a map/chart with detailed lat/long lines, for starters.

Height above the surface, likely for planes. For subs (negative values?) IIRC weird things happen if you start them submerged.

The first would, I'd imagine, randomly place the group within that radius when they start.
ReportPosMin is the number of minutes between position checks. In this case, the group will show up as a contact on the map every 700 minutes (11 2/3 hours), 100% chance, IF you are within the range listed in contacts.cfg. For units in the scripted campaign, it will use the "Important Radio Contacts" range (from your sub). For the random layer, it uses "Opportunity Radio Contacts". Default ranges are rather small; if you up the ranges to like 2-3,000 km you will get a ton of contacts.
