Sounds like it. In looking at the last TM that I downloaded to look through, it appears that he's using the Gato tower during parts of the war and the Tambor in other parts. If this is the case, then you can copy the ...._T01 and _T02 textures in the killflags skin ....\Data\Textures\TNormal\tex folder and rename the copies from TamborTower to GatoTower (ending up with 2 copies of each file, one named for the Tambor and the other for the Gato) and your emblem should appear no matter what part of the war it is. Please note that you would have to do this every time you download an updated killflag skin. Also please note that these two textures (from the original Fooskins) are not identical, but I don't believe that there would be any problems with the appearance of the tower.
