YES! Many people have claimed this to be a bug. But it's what German Auxillary Cruiser Raiders did. It was their tactic.
For example, the
Kormoran was flying a Dutch flag when she met the Sydney. The
Michel sailed under numerous flags, including Norwegian and British.
Thor...Yugoslav, British
Pinguin...Greek
Komet...Soviet, Japanese
etc etc etc
It's just a pity that the flag can't be chosen randomly. Although, for an extra challenge, change it to the British flag. That'll keep US skippers on their toes...
