I agree with you, but check this out. Here's a link that shows the names of the men lost on the USS Pompano, a P-class sub, in 1943. There were 78 guys on board.

Unfortunately, they don't show their ranks, but I bet you could come up with that info with a bit more digging.
Anyways, wartime crew compliments were higher than peacetime, so 66 men seems a bit on the low side! But I still agree with you....SH3 did this great in limiting the number of officers and petty officers and it worked perfectly. Why change?
