Basically, it consists of switching the names of commands 86 and 89 plus 106 and 107 in your BlahBlahBlah\Data\Cfg\commands.cfg file.
Command 86 becomes To_Up, 89 becomes To_Down, 106 becomes Rot_Up and 107 becomes Rot_Down. You'll probably want to disable edge of screen scrolling when using this mod because the screen will scroll downwards when your mouse is at the top of the screen. For the life of me, I can't remember how to disable it, though.

Edit : I found it. To disable the scrolling function change the parent id to 0x3F000000 in sections [G31 I24] through [G31 I27] in the BlahBlahBlah\Data\Menu\Menu_1024_768.ini file. (Thanks ottos and zamboni
