Not really a bug, but a poorly implemented feature:
-enabling light shafts turns this graphic effect on below water and above water. Below water is fine, and in fact looks great without a massive performance hit. However, light shafts above the water are tied to the volumetric fog feature that is included in the environmental effects option.
Unfortunately, the environmental effects option lumps too many different features together and causes a huge performance hit, but if it is not enabled, fog is disabled altogether. Consequently, if you want to play with light shafts on, but environmental effects off, you will experience apparently clear nights with an insane "aurora borealis" effect in the sky all around you that looks extremely odd. This is because the light shafts are supposed to work in concert with the volumetric fog.
So, either 1. make above water and undewater light shaft effects separate options, or 2. tie above water light shafts to the volumetric fog feature.
