You should always pay attention to your diesel fuel and try to avoid remaining out of fuel in mid ocean, and you can opt to refuel at forward bases.

Does it mean that the game will send you on insanely long patrols allthough you can't go there without refueling at sea?
If that's the case you could not complete these missions and that would truly suck!
