I'm not sure if just the engines and dive planes alone could get you back up if all the ballast and negative tanks were
fully flooded. But, yes, if they weren't then the engines and planes could get you up and keep you up, long enough for the compressors to recharge the air tanks . . . assuming your compressor's not destroyed!
