Quite annoying bug and I dont recall having this issues year ago. Is this new bug? I reinstalled everything and still I find the same issue.

First of all, this is the example of a good report. I was able to quickly determent that nothing is wrong with game/mod installation which means that the problem must be in the procedure it self.
Regarding your problem, I think you're dong it wrong.
Make sure that your manual TDC input is
off (red, like on the picture) while taking range measurements with stadimeter. Use manual input only to enter speed and AoB and then disable it again.
