H.sie's patch fixes the timer and can force a weather change but can be difficult to install for some.
Another weather alternative is Stiebler's weather mod which can be installed as is. It's number 10 on the list here.
Fwiw, your experience with the weather is closer to actual weather encountered by the u-boats than not.
The fixes above tend to give to nice of weather imo, but it's your choice of course.
i tried stiebler weather mod with the Hsie fixes and it solved my problem, once my save loaded it started raining a lot and very bad visibility with high winds, i was then searching for a convoy from a BDU report, and then my WO reports 2 cargo ships at near range they were at around 1-2km away from me, i quickly submerged as i noticed i was in the middle of the convoy i tried to get away from it then a ship noticed me as i got too close to it but luckily the destroyers did not find me. the weather started to clear so i got around 14km distance from the convoy and surfaced to get ahead of them and get into position to fire a few torps, i got around 3km from the convoy and fired 2 salvos of 2 torps. on the first shot i managed to hit one torp so i changed my position and fired another 2 torpedos and managed to hit both, but then when i looked there was a light thing on the sky and it lit my position and they found my position (if someone could explain to me how these work i'd appreciate) i quickly went on ahead flank and dived to 90 meters then activated silent running and changed speed to 2 knots, 2 destroyers then came and started throwing a bunch of depth charges everywhere luckily i managed to escape, i've never been in a tense situation like that in any game
