Detecting/observing etc. isn't good objective for MP mission. Even for SP it looks boring but there you can use compression of time.
Objective B (especialy "at all cost") is another complication - what will happen when player from one team will detect player from opposite team? Scenario will end or what?

Have you something more than map with geo names?
What about
:
- controlable units for each side
- AI units for each side
- event that force side to "hostile action"
FIRST TIP:
You shoud start making mission in your head - not in your 2D graphic application
