The problem is in the tech profilation, they already share missile tech they have (not top of the line but it works) and we don't want them to share nuclear tech.
Snag with cutting military spending in a place like the DPRK is that if you cut military spending then you lose military based employment, and there's not a great deal of industry in the DPRK that the people who are not in the armed forces can go into, and people without jobs and with military training are a revolution waiting to happen.
Besides, cutting the armed forces goes against Songun, and I can't see Kim Jong-un doing that, or even being allowed to do that.
