All the features you've asked for should already be enabled by default in TWoS 1.04. Are you sure that you've installed game /mod properly?
CTD while setting up TDC in periscope view was never reported nor did I have experienced it...
What should I do in order to reproduce this bug?

Go bellow deck when issuing "dive" command...
