You've got a point goodpoints...
Surfaced/submerged values are defined in submarine . sim file and current value is -6.5 m for submerged status IIRC...
At first sigh solution may look simple but if you increase submerged value to something like -8 m more serious problem will emerge. The player will then be able to use diesel engines up to depth of 10m which is not good at all... Diesel/ electric engines depth limit is always 2 m deeper than submerged value from submarine .sim file.
Maybe now you understand why this problem is not so easy to solve .
EDIT:
Your solution to use slightly extended attack periscope during deck awash surface attacks is excellent and I've recommended it in TWoS tips. This way you'll bypass annoying "submerged issues" and your stadimeter button wont lose functionality. Plus, lower magnification than UZO have will more suit close surface combat ...
