Colin Baker was great. He was just given poor scripts and a bizarre outfit.
The reason that
Doctor Who started to decline then was that because the scripts and production values became worse, the BBC didn't like the show, reduced the budget, and that made them like it even less, so they reduced the budget even more...
And the stories weren't always bad.
Revelation of the Daleks is great.
And the series
did recover when The Cartmel arrived.
