Don't know about this one
...because you don't have german voices in your game? If so, it needs a complete reinstall, and choose custom install when asked. This will give you the oportunity to check german voices box.
Otherwise, install last in list, in the doubt...

With my list, i don't have ships bars. Might be the difficulty settings though.
Don't have halos and bubbles speech either (because of SV interior mod)
