I've found out that if you sink even a coastal boat, or it and a fishing boat shown as a Task force, you will have completed your patrol assignment. Sink them with the deckgun and you're all set to sneak off and get those fatter targets. And that's with OHII Full v2.

Now why a coastal boat and a fishing boat, both with no armament, are a Task Force is beyond me. But hey, they count.
