During British Coastal Waters no merchants are armed... it's still 1939. Troop ships will be armed. Deadline for BCW is 01/12/1939. After 01/01/1940 you will start to see merchants being armed.

I am not playing the stock game
I also am using OHII Full v2.0 and so far seems like anything greater then one ship is a task force. Since you are getting convoy sightings I am starting to wonder If I have a mod related problem. I have disabled and enabled a number of mods to get what suited the abilities of my PC and how I like to play.
