Quite right, but what I'm saying is there's a big difference between what would be classified as pre-production work and full blown development.
Pre-production is normally carried out by a small team over an extended period, whereas full development has a far more condensed timeline with a much higher priority in terms of manpower and resources. This being the case, it's difficult to pinpoint the actual correlation between the two, except to say 'pre' is likely only a fraction in terms of the overall project.
