Yes, that is clear, but don't you think that it puts any non-Muslim member of the forces, who wants to have a copy of the quran, under the general suspicion that they only want to get it to do harm to the book and thus to the image of the US?
An atheist can get a copy of the bible, a buddhist can have a Torah, without permission of his CO.
I don't know to waht extent freedom of religion can be legally restricted in the military, but to me it looks like a double standard. Freedom of religion means also the freedom to read sciptures from "the other side".
