More precisely it will be:

NIEDRIG (LOW) - SPANNUNG (VOLTAGE) - HOCH (HIGH)
+ DREHZAHL (RPM) - (that is more or less RPM, note that +/- are position inversely as one would think instinctively)
FAHRSTUFEN SCH

Fahrstufen Sch. stands for (IMO) Fahrstufen Schalter. Direct translation is Gears changing switch. However, knowing from the U-boats descriptions etc. how relaying was done I guess the closest translation is throttle (power level) switcher.
