Yeah. I had exactly the same problem at start - didn't know how to go to patrol after doing training. They gave us all these shiny blinking message indicators at the top of the screen... but they didn't care to make one that says "Talk to the bloody officer standing by the wall and click crosses".
Took me a while to realise that everything works for you but you just don't know where to click.
