I'd say at least 1.5 years assuming you have a team of dedicated people working on it. More then likely, longer then 1.5 years. Maybe 2, maybe more. I don't think very many people realize just how much you have to reload the game as a modder when doing certain things. You make a tweak, save the file, start the game, wait for it toload to the menu, start a mission and wait for loading, see the result. exit game, make tweak, start the game, load.. etc etc. DRM on top of that makes this a screaming PAIN IN THE ASS! It's tedious as it is already, DRM compounds this issue even more.

I wonder how many people around here remember SH3 before super mods. Comparetively though, an unmodded SH3 wasn't as bad as an unmodded SH4/Sh5. It did spend longer in development then it's successors.
At any rate , i think people are impatient. I have the impression they want a fully modded SH3 with prettier graphics right out of the box. Personally, after giving SH5 two "college tries", i find im quite content with SH4, with SH5 residing as shelf fodder for the next couple years while the SH5 modders climb mount Everest.
