I gave it a try but it made no difference. I've never seen a game behave like this, so I'm a bit at a loss. Example: I'm hovering over the open ocean with the external camera. I look up at the light clouds drifting by. I've got a solid 50 fps, all fine and dandy. But if I pan the camera around, or even slide along using the movement keys I'll induce the stutter. Watching the fps counter, the framerate actually appears to jump UP during a stutter.

I can see it go up to three digits, then quickly back down to the normal range.
