Found in readme file. Seems the additional items they mentioned a few months back are still missing.

- Fixed spawn radius for some convoys (previously spawned on the shore)

Yeah thanks for nothing.. All clocks still non-functioning and some with missing second hands.

Also, started a new campaign and straight away my periscope was up! God sake - how hard is it to fix simple bloody annoyances like this.
