North Korea couldn't start a world war even if they wanted to. They could start a conflict maybe, but so could rash people like you. And if we look at it in a larger perspective. USA have been involved in quite few conflicts for - to say the least - dubious reasons. So if any one would start a third WW, I it's probably gonna be the US.

The biggest problem with N. Korea is not them, but China above them. "IF" N.Korea attacked South, it is believed that China would once again back them up and push troops south. This will force the US and the UN into a very complicated situation.
You are very right, N. Korea does not posses the resources to sustain a prolong engagement, but with the type of weapons she posses and her proximity to other US/UN assets, makes anything she does very dangerous. It does not take a very long time to set off continental/inter-continental missiles.
