It is in there, but it's broken as far as I can tell. Probably a result of the game forcing you back to a 1st person view as opposed to a "station view" like they had in SH3/4.
There's a work around while on the surface that has to do with using the F2 key to get into a non 1st person view mode (free cam view), then using the mouse wheel to toggle in an out of binocs view, which ultimately dumps you back on the bridge in 1st person mode. Obviously that's not going to work underwater, and as far as I know, there's no similar "mouse wheel" or hot key function for the periscope (or any other non-1st person view) we can use to circumvent the problem.
In any case, the zoom and mouse pan functionality is flaky at best.
