Back in the IDE age drives would come complete with all jumpers, cables, and any 'adaptors' you might require.
But since the market is so cost competive now these 'extras' are now omitted to keep the base price of the hardware down.
The price on these cables I find outragous. I payed nearly $20.00 us for mine. Im sure I could have gotten it cheaper but I wanted it 'right now'
Then I could have probably made the cable for like 5 bucks.
